Da Vinci guides are consensus artifacts that keep evolving; version selection and conformance testing are real project decisions, not formalities. CMS recommending rather than mandating the guides leaves flexibility, but in practice the market is converging on Da Vinci because certified vendors and reference implementations exist there.
