The mandate is what makes the X12 278 legally special: a payer cannot refuse to conduct the authorization transaction electronically in standard form when asked by a covered entity. CMS-0057-F did not repeal this — it layered FHIR API requirements on top, with enforcement discretion bridging the overlap.
