PA list management (which codes require auth, effective when, for which products) is a governance function whose errors are expensive in both directions: requiring auth for codes you shouldn't creates abrasion; missing codes creates unmanaged spend. CMS-0057's coverage-requirements transparency (via CRD-style APIs) makes list accuracy externally visible.
